I have seen this. It's been around for a little while, now.
The lady kept insisting, "I'm going home. I'm going home," and said there was nothing wrong [illegal] about her going home, or else she said she was going to her daughter's home. She might have been confused or disoriented, though, since she was going in the wrong direction.
If I don't mis-remember, she also said that she hadn't stolen anything, and/or that her daughter had her money, or something like this.
But clearly this lady isn't a criminal and clearly, she is a bit mixed up, and very clearly, she's not so mixed up that she doesn't know there is no need to put her on the ground and/or dislocate her shoulder.
ETA: That the police could sit and LAUGH over this is simply and purely appalling. What have we as a culture in western civilization become?
